H.E. Khaldoon Khalifa Al Mubarak

His Excellency Khaldoon Al Mubarak is an influential UAE government policymaker, and an accomplished international envoy. He is also one of the Middle East’s most prominent and globally-engaged business leaders.

He holds the mandate of Chairman of the Executive Affairs Authority, the specialized government agency that provides strategic policy advice to His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the United Arab Emirates. He is also the Presidential Special Envoy to China and leads several significant country files on behalf of the UAE.

He serves as a member of the Abu Dhabi Executive Council - a position he has held since 2006 - and he is a member of the Abu Dhabi Supreme Council for Financial and Economic Affairs. He is also a member of the Abu Dhabi Advanced Technology Research Council. He co-founded the US-UAE Business Council and the UAE-France Strategic Dialogue and co-chairs the Abu Dhabi-Singapore Joint Forum.

In addition to his government responsibilities, Khaldoon is the Managing Director and Group CEO of Mubadala, the $276 billion innovative and disruptive sovereign investment firm with assets in more than 50 countries across six international offices. He has led the company from its inception in 2002 and, through organic growth, acquisitions, and mergers, overseen the continuous generation of sustainable financial returns for Mubadala’s shareholder, the Government of Abu Dhabi.

Khaldoon also Chairs the Boards of several significant companies, including Abu Dhabi Commercial Bank, Emirates Global Aluminium and the Emirates Nuclear Energy Corporation. He serves on the Board of Abu Dhabi National Oil Company (ADNOC), and G42, the Abu Dhabi headquartered global AI company.

Khaldoon was instrumental in establishing New York University Abu Dhabi and serves on the New York University Board of Trustees.

Since 2008 he has been the Chairman of Manchester City Football Club, the most successful Premier League club of the last decade, and the 2022/23 title holders of the UEFA Champions League, the Premier League and the FA Cup – a treble of concurrent competition wins achieved for only the second time in English football history. Manchester City is also currently the top-ranked football club globally by revenue and is valued as the world’s premier football brand.

Khaldoon is also the Chairman of City Football Group, established in 2013 to be an investor and operator of international football-related businesses, including Manchester City FC, New York City FC, and Melbourne City FC. The Group now has 13 Clubs within its global network and is valued at more than US $6 billion.

In 2007, His Excellency was named a Commander of the Star of the Order of the Italian Solidarity. In 2012, he was awarded the Medal of St. George for services to the State of Saxony and Germany. In 2013, Khaldoon was made a Commander of the Order of the British Empire (CBE). In the same year, he received Italy’s Leonardo International Award. In 2014, he was recognized with the Korean Grand Gwanghwa Medal of the Order of Diplomatic Service Merit. In 2021, he was honored with the Freedom of the City of London and recognized by the Business Council for International Understanding with the Eisenhower Global Leadership Award, and in 2022, he was made a Commander of the Legion of Honour of the Republic of France.

Khaldoon began his career at ADNOC, then held several leadership positions at Tawazun Economic Council (formerly known as the UAE Offsets Group) before assuming his current portfolio of responsibilities.

Khaldoon holds a degree in Economics and Finance from Tufts University in Boston, USA.
