Khaldoon Khalifa Al Mubarak has held key leadership roles in both the public and private sectors of the United Arab Emirates for the past two decades.

Khaldoon is the Founding Chairman of the Executive Affairs Authority, a specialized government agency that provides strategic policy advice to His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the United Arab Emirates.

Khaldoon also fulfills key UAE Government and Abu Dhabi Government responsibilities, including: a member of the Abu Dhabi Executive Council since 2006, a Member of Abu Dhabi’s Supreme Council for Financial and Economic Affairs, and the Presidential Special Envoy to China since 2018.

As Managing Director and Group Chief Executive Officer of Mubadala, Khaldoon has led the company’s significant evolution since its founding in 2002. Through organic growth, acquisition and merger, Mubadala is a $284 billion business with assets in more than 50 countries across six international offices. With a global and entrepreneurial mindset, Mubadala is a responsible sovereign investor that generates sustainable financial returns for its shareholder, the Government of Abu Dhabi.

Khaldoon is also on the Boards of several significant UAE businesses, including the Abu Dhabi National Oil Company (ADNOC), and serves as the Chairman of the Boards of the Emirates Nuclear Energy Corporation, Abu Dhabi Commercial Bank, and Emirates Global Aluminium.

With a particular focus on the development of education, Khaldoon is a member of the New York University Board of Trustees, and has been instrumental in the establishment of NYU Abu Dhabi, which celebrated its first cohort of graduates in May 2014, and has produced more Rhodes Scholars per student capita than any other university in the world.

His interest in promoting international business ties includes co-founding the US-UAE Business Council, and serving as the Co-Chair of the UAE-France Strategic Dialogue, and the Abu Dhabi-Singapore Joint Forum.

Khaldoon became Chairman of Manchester City Football Club in 2008, and has overseen the sporting and commercial development of the Club, which has won every UK competition at least once since 2008 and is now the 6th ranked football club globally by revenue. Established in 2013, Khaldoon is also Chairman of City Football Group, an investor in and operator of international football-related businesses, including Manchester City FC, New York City FC and Melbourne City FC. The Group is valued at more than US $4.8 billion.

Khaldoon’s leadership roles have earned him a Commander of the Star of the Order of the Italian Solidarity (2007), a Commander of the Order of the British Empire (CBE) (2013), and the Korean Grand Gwanghwa Medal of the Order of Diplomatic Service Merit (2014), and a French National Order of the Legion of Honour (2022). In 2013, Khaldoon also received Italy’s Leonardo International Award.

Beginning his career at the Abu Dhabi National Oil Company, Khaldoon held a number of positions at Tawazun Economics Council, formerly known as UAE Offsets Group, before beginning to assume his current portfolio of responsibilities. He holds a degree in Economics and Finance from Tufts University, Boston.
